BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF RILEY, KANSAS:
Section 1. Declaration of traffic emergency.
a) Whenever snow or ice has accumulated or there is a possibility that snow or ice will accumulate to such a depth that snow or ice removal operations will be required, the city clerk or, in the absence of the city clerk, the public works director may declare a traffic emergency, and until such traffic emergency is terminated it shall be unlawful:
(1) To park a vehicle on any street designated an emergency snow route.
(2) To stall a motor vehicle on any emergency snow route if the driving wheels are not equipped with tire chains or snow tires.
Section 2. Notice of emergency.
Upon declaring a general traffic emergency, the city clerk shall forthwith cause appropriate notice thereof to be given through the local press, radio and other media. The traffic emergency shall be terminated by notice given substantially in the same manner as the traffic emergency was declared, except that any street area which has become substantially clear of snow and ice from curb to curb for the length of the entire block shall be automatically excluded therefrom.
Section 3. Removal of vehicles.
All vehicles parked on emergency snow routes must be removed within two (2) hours after notice of a general traffic emergency has been given. Any vehicle parked on an emergency snow route after such period of time will be in violation of the provisions of this ordinance and may be removed or caused to be removed by the City as provided by K.S.A. 8-1102.
Section 4. Snow routes established.
(a) The following streets are hereby established as emergency snow routes within the city:
(1) West Street
(2) Brittany Lane
(3) Bird Dog Drive
(4) Bob White Circle
(5) Bergsten Court
Section 5. Signs to mark snow emergency routes.
On each street designated by this article as a snow emergency route, the city shall post special signs at one-block intervals with the wording "Snow Emergency Route." These signs shall be plainly readable to persons traveling on the street or highway.
Section 6. REPEAL. Any Ordinance or Resolution in conflict herewith is hereby repealed.
Section 7. EFFECTIVE DATE. This ordinance shall be published once in the official city newspaper and shall be in effect after its publication.
